Regulated articles route through a configurable reviewer chain before publish. The Compliance Officer signs off; the audit trail captures who approved, when, and on which content version.

For the operator
Editor finishes a regulated article (PCI policy, FINRA disclosure) and clicks Submit for Review. The reviewer queue surfaces it for the Compliance Officer; they approve or send back with comments. Once the chain is signed, the editor publishes. Every step is audit-event-emitting.

Regulated knowledge published without editorial review is the failure mode that ends contracts in regulated verticals — financial services, healthcare, government.
